In which, mainly non-state sector; on the basis of using high quality human resources and advanced technology, taking global competition as the driving force for development.

At the same time, to exploit the available advantages and international opportunities in the integration process; linking mechanical production with services, trade, developing supporting industries to actively participate in world industrial production value chains. To attach importance to developing a number of dual-use mechanical specialties and fields in service of national defense and security.
Previously, there was Decree No. 111/2015 / ND-CP dated November 3, 2015 of the Government on supporting industry development, in which supporting industry for mechanical manufacturing was one of the priority fields. For agricultural engineering, on the basis of the Government's Decree No. 57/2018 / ND-CP dated April 17, 2018 on mechanisms and policies to encourage enterprises to invest in agriculture and rural areas, The Minister of Industry and Trade issued Decision No. 176 / QD-BCT dated January 29, 2019 promulgating the List of mechanical engineering products, components, agricultural machinery and ancillary products for agricultural development. investment support in rural areas.
In addition, the Ministry of Industry and Trade has submitted to the Government for consideration and promulgation a resolution on solutions to promote the development of Vietnam's mechanical engineering industry, in which the focus is on creating a priority mechanism for the use of domestic mechanical products for Large investment projects using investment capital from the State.

From the positive impacts of policies in the past as well as in recent times, Vietnam's mechanical engineering industry has achieved many achievements.
Up to now, there are more than 25,000 mechanical enterprises operating and having business results, accounting for nearly 30% of the total number of enterprises in manufacturing and processing industry, creating jobs for nearly 16% of the total number of employees. processing and manufacturing industry.
In the country, there is a system of mechanical factories of all sizes, large and small. In some localities, the economic region has developed a cluster model for the manufacturing industry (such as Chu Lai mechanical complex - Quang Nam ...).
In addition, the mechanical engineering industry has also formed a number of large enterprises with great potential for development on a regional level, as well as a number of newly established but very promising enterprises in the manufacturing and installation fields. auto assembly, agricultural mechanics.
Some mechanical sub-sectors have manufactured products of good quality, meeting regional standards or even the standards of advanced countries in the world.
Currently, Vietnam's mechanical engineering industry has the strength concentrated in three sub-sectors including motorcycles and motorcycle spare parts, household mechanics and tools, and automobiles and auto parts.
These are sub-sectors that are primarily export-oriented or serve FDI enterprises as supporting industries. That is participating deeply in the global supply chain .
Statistics show that these three sub-sectors account for nearly 70% of the country's total industrial production value.

However, the industry development is still limited. Important mechanical sub-sectors such as: complete equipment, movers, mechanics for agriculture - forestry - fishery and processing industry, machine tool, construction engineering, shipbuilding engineering, electrical engineering - electronics and automotive engineering - transport engineering achieved low results compared with the development strategy of the mechanical engineering industry.
In addition, Vietnam does not have major regional and international mechanical enterprises that play a leading role in the industry. Research and product development are largely dependent on foreign firms.
