According to Mr. Nguyen Huu Thanh, Deputy Director of the Industry Department (Ministry of Industry and Trade), in early 2020, when the COVID-19 epidemic broke out, the manufacturing and processing industries of Vietnam were greatly affected in terms of supply. due to dependence on imports, especially electronics, textiles, footwear, bags, and automobile assembly.

However, after the first quarter of 2020, supply has gradually recovered and basically returned to the same level. Currently, the issue of consuming new products is a major problem with industrial enterprises in Vietnam.

Mr. Nguyen Huu Thanh said that over the past time, the Ministry of Industry and Trade has implemented many solutions to remove difficulties for businesses, promote production of supporting industries to enhance autonomy for domestic manufacturing industries. , limiting the impact of supply breakdown.

In particular, the Ministry of Industry and Trade submitted to the Government to issue Resolution 115 on solutions to promote the development of supporting industries and Resolution 124 issued the Government's Action Program to implement the Resolution 23 of the Politburo on orientation to build national industrial development policies to 2030, with a vision to 2045.

In order to find markets, units under the Ministry of Industry and Trade have actively coordinated with the transaction system to deal with the output for businesses, and at the same time proposed to the Government some tax and fee policies such as 50% tax reduction registration, postponement of the special consumption tax payment, ... to support enterprises to overcome the difficult epidemic period.

“At present, the Ministry of Industry and Trade has completed and submitted to the Government a draft resolution on solutions for the development of Vietnam's mechanical engineering industry on the basis of receiving comments from ministries, branches, associations and enterprises; Expected to be issued in 2020 ”, said Mr. Thanh.

Mr. Thanh added that the Ministry of Industry and Trade has also submitted to the Government a draft Decree amending and supplementing some of the contents of Decree 111 on development of supporting industries, expected to be issued in 2020.

At the same time, drafting a draft amending and supplementing Decision 68 of the Government on approving the Supporting Industry Development Program from 2016 to 2025 (in the direction of extending the time to 2030); Strategy for building the textile, garment and footwear industry; These two documents are expected to be submitted to the Government this year.

New Proposal on CIT incentives for production of supporting industrial products The

Ministry of Finance is drafting a Decree amending and supplementing Decree No. 218/2013 / ND-CP (which has been amended and supplemented). Supplemented in Decree No. 12/2015 / ND-CP) on preferential corporate income tax (CIT) for projects manufacturing supporting industrial products.

Accordingly, enterprises have new investment projects or investment projects to expand production of supporting industrial products implemented before January 1, 2015, meeting the conditions of industrial product production projects. support under the provisions of Law No. 71/2014 / QH13 (collectively referred to as project) and supported by a competent authority certificate of preference for manufacturing industrial products are entitled to CIT incentives for time remaining from the tax period.

This Decree is expected to take effect from the date of signing and apply from the CIT period of 2020.
